The National Designated Authority (NDA) of Libya is the official body appointed by the Libyan government to serve as the main liaison with the Green Climate Fund (GCF). It plays a key role in coordinating and facilitating climate finance efforts, ensuring that GCF-funded projects align with Libya’s national priorities for climate adaptation and mitigation.

The NDA oversees and coordinates climate-related funding in Libya. Its key responsibilities include:

  • Acting as the main interface between Libya and the GCF.
  • Reviewing and approving project proposals for GCF funding.
  • Ensuring that climate projects align with national development strategies.
  • Facilitating investment opportunities through the GCF.
  • Overseeing the accreditation process for national entities applying for GCF funding.
  • Issuing the Letter of No Objection required for GCF-funded projects.

The NDA follows a structured approval process:

  • Concept Note Submission: Project proponents submit their proposals to the NDA Secretariat.
  • Administrative Screening: The NDA Secretariat reviews the eligibility of the concept note.
  • First NDA Members Meeting: The project is either accepted, referred for further examination, or rejected.
  • Second NDA Members Meeting (if needed): Further evaluation of referred projects before final decision.
  • Final Approval: If accepted, the NDA issues a No-Objection Letter, allowing the project to proceed with GCF funding.

The Green Climate Fund (GCF) is an international financing mechanism that supports developing countries in their efforts to mitigate and adapt to climate change. It provides funding for:

  • Renewable energy and low-carbon projects.
  • Climate resilience and adaptation programs.
  • Sustainable infrastructure and environmental conservation initiatives.

The following entities can submit climate project proposals to the NDA:

  • Government institutions.
  • Private sector organizations.
  • Non-Governmental Organizations (NGOs).
  • International development partners.

All proposals must align with Libya’s national climate policies and development priorities.

A No-Objection Letter (NOL) is an official document issued by the NDA, confirming that a project proposal is aligned with Libya’s national priorities and has no objections from relevant stakeholders. This letter is required before a project can proceed with GCF funding.

The NDA supports national entities in the GCF accreditation process, which includes:

  • Meeting GCF fiduciary, environmental, and social standards.
  • Demonstrating technical capacity to manage climate finance.
  • Aligning institutional objectives with climate adaptation and mitigation goals.

Once accredited, entities can directly access GCF funding for their projects.

The NDA ensures transparency and accountability by:

  • Regularly reviewing project progress and implementation.
  • Engaging with stakeholders and beneficiaries.
  • Preparing annual reports on GCF-funded activities in Libya.
